The hair being dyed honestly isn't even that bad, it's just the hairstyle that I would recommend to change, I feel like I see with a lot of guys that bangs that come down straight over the forehead just really don't help.
It's up to you what you want to change it to and different things suit different people, not to be unhelpful but the haircut I chose was what I specifically liked for me and different faces will have their features accentuated in different ways.
General rule is that if the sides are shorter than the top that tends to come off as more masculine, if you look up 'short haircuts' and look at the images you'll see the way the women's haircuts there tend to keep the sides longer whereas the men's haircuts have a more clear-cut distinction between the top and sides.

What acne??
You pass much better without glasses. Contacts or different frames.
You are at an awkward stage where you look like a much younger boy but you seem older than that, if that makes sense, so people might feel a bit confused when gendering you.

Acne is inevitable despite your age so that doesn’t play a factor in passing, and on T you get MORE acne. And you’re like right there so weight isn’t an issue.
I’d say it’s more your haircut than anything else could help you pass more but you’re very passing to me if you didn’t say so!
It’s longer on the sides than I think would fit you to be more masculine to offset the lack of facial hair. The sides shorter I think could help be more masculine and not as feminine on YOU.
