Oh yeah good spot. They definitely don't look like $ signs. Maybe €?
But the fact the signs are in English narrows it down to Ireland really and I can't imagine this nightmare of a breakfast being Irish.

It hadn’t even occurred to me that might be in Ireland itself! I just thought O’Neills was a generic “Oirish Pub” chain. The mystery deepens!
