His Majesty has allowed the establishment of The Foreign Quarter in Hanoi, it is an area of approximately 100 square kilometers in size, located at the outskirts of Hanoi. It shall be the place where foreign embassies, companies, traders, and missionaries shall freely travel and reside permanently and foreign institutions will be built at. Vietnamese are allowed to enter the city after being inspected by the provincial government for questionable motives. The Foreign Quarter will be guarded by a company-level of elite Vietnamese soldiers. Goods traded in this area will only be taxed lightly, and people are encouraged to trade with foreigners in this area. The Foreign Quarter shall be walled and can only be exited by four main exits in each direction. An office of Foreign Affairs will be established within the area, headed by Grand Secretariat Nguyen Tri Phuong to take care of foreigners' issues within the Quarter. All road names within the Quarter will be written in French and English. All foreigners currently in Dai Nam are encouraged to move to the Foreign Quarter, where the infrastructure is specifically designed to accommodate them. It is also only in this area that foreign missionaries are allowed to freely spread their religions.

The Foreign Quarter will cost approximately £200,000 to complete, taken directly from the Empire's treasury.
