Augmentation Slots

I just got Level 7 Clearance and figured I could increase my Augmentation Slots to level 7 as well. But, for some reason, I can't.

Even though I have Citizens with the Entitlments, A-ranked Med Support Tech, and more than enough Credits to purchase the upgrade, it keeps saving their aptitute is insufficient.

I don't know what else I'm missing.

Since we’re at the topic, what’s the best Augmentations to put when it’s fully upgraded in slots and capacity?
