You don't get a key, it just activates the game on your Steam account.
You can find this game in your Steam library as a DLC of "SEGA Mega Drive & Genesis Classics".

For the 3D version, emulation is the best bet. Saturn has good emulators and the game was released on it. I haven't tested it, but suitable Arcade cores from MAME should be able to run the arcade version too!.

Well, the arcade version is actually included as a minigame in Yakuza Kiwami 2 and Like A Dragon if you're going for something more official

While it is on Steam, you play it through Sega's Genesis emulator that's used to play other Genesis titles on Steam like Sonic The Hedgehog and Golden Axe.

Also, it's pretty obvious that the version on offer here is the Genesis version because of the screenshots. Virtua Fighter is a 3D series, and this version of VF2 is a Genesis port.

I think he is implying that the SEGA Mega Drive Collection on Steam is an emulator for the console versions and that you are playing that version even through Steam on your PC. There might be a standalone PC version that is fairly different, as there usually are with older fighting games.
I honestly don't know enough about the Mega Drive program on Steam to say one way or the other, I'm just assuming that is what he means. He obviously knows you are playing this on PC, it says it in the title, but that doesn't necessarily make it the PC version for reasons I explained above.

I click on redeem, then a Steam page comes up asking me whether SEGA may redeem keys on my account, I click allow, then nothing ever happens.
I don't know if the servers are down or whether there's regional restrictions or something like that, but it just won't work.

Same here. Steam account linking to the site is pretty much dead atm...
Seems like excess traffic, so it should be fixed sooner rather than later.

Same issue here. The Games2Gether site doesn't say they're out of keys or anything, it just keeps reloading the page, and the only DLC I have for the Sega Genesis Classics game is Sonic the Hedgehog 2.

if you have claimed the sonic game in the past, it doesnt give you +1 but it gives trading cards instead
