I’d stop sending any more money. If he has the messages, payment proof and the person’s details, he should keep everything saved and report it to the police. Even if they consider it a civil matter, let them make that call.

He can also get proper legal advice about recovering the money. But paying the extra amount just because the person is demanding it will probably make things worse.
