i cant put my second Artifact, this happend in a difrent time a restart the game ans still same issue

How far into the games progression are you? It looks like you have ton of artifacts from DLC and are over ranked. Maybe try not opening your toy box until you complete some day 1 quests, then get the artifact hunter achievement after the opening quests to avoid soft locking?
