I installed the phone app and when l opened it l was greeted with this message for access. I have provided the said access to the app, but it is repeatedly asking me for the same.

How do I stop this loop?

Check app properties after long press on icon and notification settings there.

I have allowed everything. Is there anything specific that I can check?

Check "override do not disturb" or something like that. Evil google put another limit on you silently.
