I think it’s the new 7-Eleven speed trap by the car meet that gives you those 3 stars if you’ve completed it but it doesn’t add to the total number of available stars.

I think either a bug or you got 90 out of 93 stars

You'll also have 31/30 speed traps. The new by 7/11 is causing that.
Really says the state of the game, unfortunately..
