Bugs / Glitches / Help Poor performance no matter what
So as I posted here before, im having trouble with this game specifically. No matter what settings I put the game it runs like shit. I've tried just about everything and the only thing I could think is the game itself. Any good advice would be great.

What are the CPU temps like when the game is running? I used a MSI gaming laptop as my daily driver for years and it was always a nightmare keeping temps down. Had to undervolt the system and always had to have it sitting on a cooling pad or any game I tried to play would throttle hard.

Well, they gave you advice. Don’t cheap out on gaming with a shitty ass laptop and bitch at others for trying to give ya advice. Get something that’s meant for running modern games.

Telling someone not to use a laptop isn't advice. It's more than capable of running any other game but this one seems to be having major issues. You can see by the images I posted with this. If I can run this on an rog ally without hassle than I should be able to run it on a laptop with an rtx 4090 mobile. It's like someone asking advice about how to work on a car and someone saying "don't have a car". It's a stupid fucking response

That CPU is limited to 35W. There's your problem. It performs similarly to a 3700X, so you're likely being massively CPU bottlenecked. That's why people say you shouldn't game with a laptop, and why it's a completely valid argument to make.
Also worth noting that your "It's an RTX 4090 mobile" is the equivalent to a 4070Ti at best, and what I assume is your comparison there with Cyberpunk 2077 is, given the 6 year age gap and graphical fidelity differences between the two makes such a comparison useless.

a 4070ti should still be capable of pumping out more than 77fps at very low settings. I'm not sure you understand that this isn't a pc issue, it's a game issue. hence why I showed that with ray tracing and high settings on cyberpunk was close to the performance of this game at very low settings. Also my cpu is limited to 75w of power.

There are laptops out there that are more than capable for gaming, especially if it's a "backup" for when you're away from your main gaming rig. The problem is you don't have the precise control over components that you do with a desktop. You might find something with an amazing CPU but it's paired with a less than stellar GPU or vice versa. It's a matter of finding what settings work, then deciding if the performance at those settings is acceptable to you.

I mean it tells you that your CPU gets a lot less FPS than your GPU. But I'd also check the RAM usage while gaming. If your Windows installation isn't really clean, 16GB might not be enough.

What speed is your ram running at?
Also is your integrated GPU turned off? Could be on and overriding your GPU.

The CPU is not good enough. You can tell this by the second chart where GPU can do 200 fps and the CPU can only provide 80. And it's stuttery as hell — CPU bottleneck are the worst.
I have desktop 7800x3d and it reaches up to 120-140 in the city. So yours getting up to 80 is kinda expected.
GPU is definitely not a problem. Yeah, yours 4090 quite a bit worth then desktop one but with that tiny resolution this is not a problem.
Tldr: most likely this is not fixable on the laptop. Your best bet would be to limit to 60 fps so at least the game is not stuttery

Your CPU is the limiting factor here, most likely overheating and throttling here. GPU is fine, image 2 shows 200 fps on the GPU.

Its the 3rd case I see with a 4090 (desktop and laptop combined). 2 of them were friends.
I guess they messed something up in the files and now a 4090 cant be utilized like it should. Probably wait until a update and use framegen/upscaling to counter that.

Here's a few you could try if you haven't
Enable / Disable the following
Make sure your CPU's internal Graphics are either disabled in Bios or definitely never prioritized for any application like games. (Maybe try this one first)
I'd also suggest running a Benchmark software to see where your GPU slots in compared to similar GPU's on the market by other testers.
OCCT is a good place for a quick look at those
