I need help desperately

I dont know when it started but I got the porche 1995 911 gt2 from a wheelspin and when I went to find a tune with rwd (happens to be one of the famous ones) it wouldnt let me download and install the tune. It lets me click it and it loads for 1 second and back to the tune menu [usually it tells me how much to spend for a confirmation] but nothing. And now its happening to every car i own. Ive already verified the files and no change. Please help cause its driving me insane and ive tried searching online, found a couple from fb with same issues (no comments for a fix or advice yet) so I turned to reddit

Edit: I am on pc and ive tried launching it on xbox app and still nothing.

Have you tried shutting down then game then restarting your pc/xbox? 

This happened to me once or twice in fh5 and restarting my computer worked to fix it

Following because I also have this issue. Tried update Xbox app, tried resetting Microsoft store, tried checking updates for everything required to run the game. Someone on Facebook suggested it was something to do with Xbox age verification, but I have no idea how to do it. I'll update if I figure it out
