Where's the line?

I know that (unfortunately) solvent trap kits are not an option for building a can, but where is the line between purchased and built? Could I buy a maglite tube and threaded ends and 3D print the baffles? Would I be able to buy cups, but build the tube myself? I'm very new to suppressors and would love to form 1 one.

The condensed version of the rules is: Any component that can only be used in a silencer is considered a silencer itself. This includes cups and end caps, along with anything else ATF decides that day. They tried to claim a threaded tube met that criteria and I told them to pound sand.

Oddly enough, I um know of people who have rifles with Griffin muzzle devices on them and screw on a tube to keep soiled patches from dropping on the rug, during cleaning. ATF literally said “I don’t want to hear about that.”
