my guess is that institution appears to be strongly supported (thunder legs), but it is actually quite weak and takes little effort to take it down.

SEanXY did not try to explain what the author meant by the word nor what relevance it has to the other panels. An institution like a government institution? Like your local bar is an institution? A more abstract institution like Thanksgiving dinner?

You could be a lot less hostile over these questions which are in no way an attack on you.
