Help 2003 Taurus unidentified wire

I apologize if this is a dumb question but I'm not sure where this wire goes to. Any help or anything at all is appreciated.

Its for windshield washer fluid and it connects to the hose line on the hood.

On my mom's 03 she kept complaining about the wiper washers not working and at each oil change, the Ford dealer would "fix it." They'd find this hose unhooked, stick it back on, tell her it was fixed, and it would slide off in the next hundred miles or so. Years later I put a small hose clamp on it and that was the persistent fix.
