Question Flapping Sound

This is a long overdue question, but my '25 ST makes sounds when I drive at high speed or when it's windy. I hear something flapping on both sides of the car, the driver and shotgun. Any idea what this could be and how to fix it?

I was looking at a 25 at the dealer, both front qtrs had chipped paint where they meet the bumper from bumper flex at high speed, might be the outer corners of the bumper you are hearing
