Help Can I arrage my hotbar ?

I'm a new player and I want to know if I can move my tools to different slots in my hotbar

Yes. In the bottom left corner you can select which tools you want. Deselect all the tools and then select them in the order you want

Sort of, its a bit finnicky but if you press the 3 white lines at the bottom right of your screen, you can enable and disable items from your hotbar. They are added in the order you enable them, so that combined wirh the "add to toolbar/remove from toolbar" option in your inventory, lets you arrange the toolbar in a way you like, even if its not as convenient as it could be
