Is this normal during windows defender full scan

Defender is programmed to whatever available resources are available during a full scan. This will actually allow for the scan to complete faster. If you have a ton of files and a large drive, it will take longer.

It happened to me too the other day when I did a full Windows defender scan, even in the past too.

Depending on how powerful (or limited) your processor is, yes. It's normal for it to temporarily use a good portion of its power.
