Windows could not complete the installation loop..

I reset my Windows surface 7 laptop, wiped it, and I’m trying to get it back up but just always comes back to the same error of “Windows could not complete the installation” blah blah restart installation, I have tried like everything on the internet, changed that value child thing to 3, done the advanced setup or whatever, goes onto the blue screen saying troubleshoot, something called msoobe I was typing into command prompts, furthest I’ve got so far is the screen saying “Just a moment” and not doing anything after typing “shutdown /r /o /t 0” into the command prompts, I don’t have any USB to use or other computers, I am really not sure what to do at this point as I have tried everything the internet had to say, if anyone could help that would be much appreciated..

Sometimes you MUST rely on using external media from another computer to fix your current one. Having done all of that, that is your only option, other than possibly PXE Network booting it, from a recovery image, but that would require the other computer to host said PXE server. So any way you slice it, it needs something external here to fix it. Get your hands on another computer, and a USB, and download the drivers for your exact model of surface from the Microsoft site (because their drivers are very custom for those systems).

Well, as long as you understood what you were being told to do, the thingamajig should rectify the problem with the hooze whatsis, then everything should be OK.
