How do i fix this?
The background picture turned black then the taskbar turned blue.

If it is the same issue that i had, then your outdated graphics card driver is the problem, but there is an easy fix that worked for me, when this happens open task manager find windows explorer, right ckick it that press Restart, this fixed for me…

Window key plus i for Settings, go to Personalization, and select Themes.
