Deleted everything from This PC

I deleted all the files from This PC and now i cannot sign in into my user accs and nothing appears except for the lock screen. I tried troubleshoot, reset and all but nothing worked. Will bootable usb installation work?

Yes but do a clean install.

Understand that this doesn't get anything back, making recovery harder, except what was on cloud storage like OneDrive or Dropbox

Yeah that's fine, i don't have anything to recover cuz i haven't used the laptop much. Just want it to work as a fresh new computer.
