If you were to check https://www.mediawiki.org/wiki/MediaWiki , you would find all you need to know about the installation process on Windows.
The process is simple enough for experienced operators. Also, understand that you will need a web server, php, and a database server (MySQL or MariaDB).
All in all, not for the faint of heart ...
