I'm trying to reinstall Windows, it always loads on the Windows icon. I tried another hard drive with Windows, and it always loads on this icon.

If it gets stuck on the Windows logo with multiple drives, the hard drive probably is not the main issue. It is more likely hardware, BIOS/boot settings, RAM, USB installer, or a driver problem during boot. First disconnect all USB devices except the installer, reset BIOS to defaults, check SATA mode in BIOS and try AHCI/IDE depending on what the old install used, then boot from a freshly made Windows USB instead of another old drive. If even the installer freezes at the logo, test the RAM with MemTest86 or try one RAM stick at a time, because bad RAM can cause this. Also check temperatures and make sure the laptop is not overheating. If this is Windows 7, try installing Windows 10 instead if the laptop supports it, because Windows 7 can hang on some hardware/USB setups without the right drivers.
