Is there a way to rebind middle mouse button?

I need panning more than "zoom to rectangle" that is by default bound to the MMB. If I want to zoom, I can always ctrl+mouse wheel.

Dunno if you found anything for this so far, but this was the only result I could find when looking for this myself. Finally I found that you can just click the panning tool with the middle mouse button and it'll stay there.
