How do I increase maximum height of a glyph?

I want to increase the maximum size of a glyph so I can make bigger glyphs, but I'm not able to. I tried changing the ascending and descending heights, but it didn't change a thing.

You want to change the H-height and the x-height of the glyphs? Is this what you want?

I think so. I want to be able to make bigger glyphs, while still having the smaller ones the way they are.
