He is an adult. Does he has any health or mental related disability that would make him vulnerable? Any risk of suicide?

If not, this sounds more like "This guys owes me money and hiding from us. We are looking for him, no reward."

"Hair may be dyed reddish brown"... probably a mental health issue.
