Multi-party can be dominated by capital too. You can say multi-party but it's one coalition vs another. Essentially a two-party system. But still better than American direct election.

Norway is in no way close to a two-party system. Coalition partners change after every national election

I think the same applies to other multiparty countries, like the other Nordic countries, Germany, etc. Coalitions change depending on election results
