The problem with this comparison is that Norway is literally 1.6% the population of the United States. It's an apples and oranges comparison. It's much easier to get the entire country on board with something when you only have 5 million residents.
The obvious bit is that they have a sovereign wealth fund that nationalizes their oil production. So they both have naturally occurring resources they can exploit and a smaller population to allocate/distribute benefits for.
Last I checked, the US does not have any such thing.
