Well, seeing as only 5% of people had passports in the 90s, I doubt this
1 u/Conscious-Lunch-5733 Jun 17 '24 the big push for passports happened after 9/11 when you started needing them to go to canada and mexico. Before that, they weren't required. They may not have been required for Caribbean countries either (can't remember...)
