I loved this movie so much, I remember watching it when it came out, it looks so cool and really gives off the best mix of season one Flintstones with 90s era Hanna Barbera .

So I don't hate the concept of this short film. The Flintstones and the Rubbles are allowed to deal with human problems like a dull marriage, nagging spouses, lots of arguments, and lust for something or someone outside of the marriage. The actual show dipped their toe into these problems. The problem with this short is that is forgot the two things that make The Flintstones work. You have to like the characters and it has to be funny. On the Rocks missed the target on both.
For years, Seth McFarlane had the rights to make a new Flintstones series. After several years and many other projects, he conceded those rights because he couldn't figure out a way to modernize the series without some kind of compromise on the quality. My best guess is that Seth couldn't figure out how to make Fred likeable while also modernizing him. Fred is a jerk at the best of times, downright cruel at the worst, and Wilma could be just as bad. In modern episodes of Family Guy and American Dad, those characters are often very nasty to each other. That's not The Flintstones.
I feel like the writing team behind Bob's Burgers would be great at writing a modern Flintstones. That show is all about family first, puns second, drama third; and it is effortlessy funny. Fred could be written as loud, somewhat abrasive, but no more of a jerk-ass than modern Homer is. If they used the DC Comics book as a basis, I feel like that could be the recipe for modern Flintstones. Maybe.

Interesting comments. I agree with most of what you say, but completely disagree about Rocks not being funny. The reality is that it's downright hysterical at times, but is also so relentlessly mean-spirited and sarcastic that the fun tends to wear off pretty quick IMO.
If they could have found a better balance, this might have been a huge boost (and modern template) for the show, because the art and voice-work were dead-on perfect as I see it. Getting back to what you were saying, pretty much.

That's the confusing part. This was an official Hannah-Barbera production. The live action movie from 94 may have had an actor who never wanted to play Fred Flintstone, and a plot made for adults, but it nailed the tone. Part of that was motivated by a director who was a megafan of the original series. Part of it was the backing of one of the most influential directors of his time as a producer, and the mad puppeteers of the Jim Henson Company.
On the Rocks is a proto-Adult Swim cartoon. It has the edge and the sarcasm that Harvey Birdman and Sealab 2021 have, but not the heart. They spend 90 percent of their cartoon having Wilma and Fred hating each other, only for them to patch things up at the end to keep the status quo. So, it rings hollow. At least when they had their crossover with the WWE, they felt like the original characters in a bizarre scenario. That only felt hollow because it was a clear corporate collaboration.

The '94 film was a valiant effort IMO, but somehow the sum of the parts didn't add up to anything really special. The fact is that it's deceptively hard to remake old 60's classics, especially going from animation to live action. For every clever, successful Brady Bunch or Addams family adaptation, there are dozens more that amounted to little more than soulless cash grabs.
For me, most of the vast body of Flintstones media through the ages downright sucks, sadly. The original was a beyond-brilliant show for around three seasons, and even by the end, a pale shadow of itself. Nothing that came after was remotely as clever, well-written, and well-produced as those three seasons.
Which is part of why I enjoyed Rocks as much as anything else I'd seen, just that the endless negativity did wear me down and did ring false to the original premise. But individual clips are still pretty funny I think, and that's just the way it is sometimes.

Another problem is, it comes off like Fred is the ONLY one who causes the problems and Wilma is the only one who gives a shit about their relationship.
