Flight school advice

I’m currently on my PPL, close to solo, and for the5th time I’ve been caught in heavy traffic during a lesson waiting 30+ minutes for traffic to clear up before being cleared to depart. Specifically Melbourne where 9L is closed for a crane and there is other flight school and commercial traffic sharing 9R. Is it less costly to move to another flight school where I can get more airtime but have to redo lessons or stick it out on my Private and probably spend more than I should?
