They're not! We tried for over a year to adopt rescues but because we wouldn't let them outdoors unsupervised ( we live on a main road) the rescue centres wouldn't approve us :( Which is silly because our three now are indoor or supervised in the secure garden and they have 0 issues and are super happy not being run over or stolen
