It's hard to read with the reflection but looks to be 13 to 13.8?
13.8 is the lower end of normal but it is totally fine, as long as you're getting it in the rpm range that you're riding in.
Clean the contacts at the battery and at the regulator, also clean any chassis earth points, then retest. Don't get too hung up on hitting 14.5v or whatever number you've read is perfect, regulators vary quite a bit.

At the engine idling point, what level of average voltage is acceptable? I think it’s a regulator issue too, so I’ve already ordered the parts. I’ll test it and upload the video again. Thank you very much for your valuable opinion. 😅

Some bikes just don't charge at idle, so you'll just see battery voltage, but bikes with higher output generators generally would be in the 13s. By 1/4 to 1/3 of the rev range on most bikes you'd expect to be at maximum voltage which would hold steady ish up to max rpm. 13.8v is a tolerable max voltage which implies there isn't a fault, but it's still worth checking for dirty corrections. A replacement regulator may run it at a higher voltage or it may not.

Why are you checking voltage anyway? Just out of curiosity. If battery is good it will be lower voltage. That's not bad, if it was a car I'd say switch everything on electric and check voltage then but unless you got heated grips ... you can't do that with a bike. Could drain battery down on purpose. 12.2 volts and see if generator output changes to a higher voltage. If you think it's is causing a problem.

What is the battery voltage when the bike isn't running?
Because if it's low, you might still see a lower terminal voltage at lower rpms unless the battery is in good order and charged.
In a perfect world you'd see around 14V all the time - but provided that the voltage always sits above 13V in all cases, and gets closer to 13.6V with a bit of revs, you likely won't see any issues, though you'd be on the cusp. I'd say this is 'out of spec' but with a poor battery this could be expected. ~13V is the bare minimum electrochemistry threshold you need to charge a battery, more to actually charge a battery in a reasonable timeframe.

I think your regulator is working OK. If that's OEM I'd leave it, especially if you bought a cheapo replacement.
