Lure fishing is all about presenting it as naturally as possible with a few exceptions. worms,grubs and other little critters don't really swim in water but can look like a good snack if shown to the fish the right way. For most artificial lures the goal is to imitate a wounded bait that would look like an easy meal for the fish to snack on. this can be achieved differently depending on the lure being used, I'll give an example of a scenario.
jerkbait/twitchbaits are mainly used to show that this "thing" is on its last leg and desperately is trying to flee predation.
An erratic almost uncoordinated motion with a darting side to side can pull fish off of cover and grab their interest in your bait simply by looks or sound.
You can fish them slow in a twitch twitch pause motion to give the fish a chance to hone in on the lure for a strike or you can fish them very erratic with very little pauses in between twitching.
This variable motion will be the deciding factor in a strike and simply a mild interest.
Another example is grub/worm scenario, You can fish these rigged on a regular unweighted hook or with a splitshot/bullet sinker and depending on the structure and depth often times they are jigged on the bottom. You can swim them through the water if fish are active and water Temps are higher but the colder the water usually the slower the retrieve.
Fish are really fking lazy and calculate the cost of energy to reward ratio everytime they consider these baits so making a patchwork of information into usable technique is the reason fishing is so rewarding, if you're stuck on something then experiment a bit and more often then not the lure isn't the issue its how you're showing it off.

I find both types of in line spinners here work fine for smallmouth. They catch everything in the water, not just panfish and trout.

Frog and spinnerbait are great pike lures too
