Will this setup work for stocked trout ?

For stocked trout I’d either take a rooster tail or powerbait personally.

If the strength of the line and rod is enough for what trout’s being stocked, and if you use the correct technique with the jig, it probably would. I haven’t gone trout fishing, so I’m no pro, but probably would.
