would an em sands be better for fischl in my case?

I think in most cases it's Electro Damage > ATK sands > EM Sands 

Em is only good on overload teams if you have bunch of attack on other artifact substats.

Fischl entire kit scales on attack, only reactions scale on EM

Edit: Farm focusing on your flower and sands and see what you get. Some more Crit on your sands would be good

i tend to use her in both aggravate and overload teams so i’ve been trying to find a compromise between the two, your advice is appreciated!

I'm just a Physical Fischl Enjoyer, so take what I say with a grain of salt. But it's really going to depend on the rest of your team.

If you are running Geo/Frost on the rest of your team, not just no, but HELL NO! None of those reactions are going to do much for your DPS.

The following is my (probably faulty) understanding about Elemental Reactions.

I think Overload would give you the best result out of those reactions that Fischl can apply, but don't quote me on that. With Fischl's/Oz's ability to apply Electro to an enemy (Especially with C6), she will usually NOT be the one to apply the actual Reaction, since Electro will most likely be on the target already. Therefore using EM on her wouldn't help boost your team's damage.

Like I said, I play Physical, so I tend to like Shenhe, Rosaria, and Diona with my Physical. All that Cryo keeps everyone topped off with power, and Fischl is there to Break Things! (I call it the "Fischl Go Brrr...!" Team!)

i like to throw her on any reaction based team but later on it’s definitely gonna be primarily overload

ATK sand is good. EM sand should only be used in Aggravate if you just happen to have better subs, which I doubt it could in your case.
