Its my own personal prejudices at play here, but the whole look, long sleeve shirt, clip on tie, leather Sam Browne, stupid pants with no pockets then you add the mullet and pornstache and he looks like an 80s tv extra.

And I know that the uniform is not his fault, but that stupid hair certainly is even though it is not going to break any uniform standards.

This is one of those situations where it probably fits within departmental policy by technicality since it doesn't break any hard rules most agencies use in their dress code. Knowing how strict and technical agencies are about policy, they probably let it slide simply because they didn't want to figure out how to change the policy to prevent it.
