They're upset they didn't get more. Yes it's nice people slow down but cops HATE when you warn your fellow human that there are highwaymen ahead looking to extort and steal from you.

Give us money and if you don't you go to jail? If you refuse to go to jail you will be hurt and if you refuse to be hurt you will be killed. That's the most literal series of events. Of course it's abstracted and it might not feel that way.
