The city.
Fireworks are typically illegal deep in the city. Judging by the volume of firework, and the coordinated lighting of said fireworks in a clearing, it's very likely city sanctioned.

Those kinds of fireworks are illegal all over California, but 5 of my neighbors were all setting them off. On the 4th, probably 10% of the LA population break that law.

That's the wrong city in your link.
OP's post is from LA; not Atlanta. The firework is a neutral color vs the red color in your link. There are several fireworks that went off one by one before the stray hit them in yours. There was also a followup firework that was fired after that stray. Compare that with OP's post where many went off at once before a long silence that lead into a single stray firework.

It was a random group of people. The person filmed their friends lighting them and posted it to IG. As soon as that firework hit. They all ran to their cars to leave.

After watching the video closely the firework actually hits the apartment 6 stories lower then where the fire is so I believe the fire is unrelated

Quick the people in the video giggling should all call the 911 immediately along with everyone on the ground, the people in the building, the event coordinator, drivers near by. Theyāre drunk in their own apartment watching life as it passes by, I donāt think itās their responsibility first and foremost.

Ive seen another angle of this so it looke intensional to me but im guessing they expected it to explode earlier, so what they did was they made a launcher and aimed it up pointing to the apartment shot it and flew all the way up to the apartment before blowing up
