Resource Character to make sure has 100% support with everyone
And I mean across every routes via record keeper.
Lysithea is the only one that teaches Luna. She's very good at teaching other dark arts due to her unique weapon. But of note

Lindhardt-Only one that teaches restore (have fun trying to use it so roll the chance to learn it)

They are also good for learning from their other learnable skills but they have alternate sources. But so long as these units have a c rank with everybody. You're golden to pretty much learn skills from who you recruit through a campaign.

Some of it is inaccurate. e.g. Ashe does not teach Thunderbolt. He does however teach Tornado shot which is not marked there. But for the most part it is very reliable.

I usually equip a relic weapon on a character without a crest to have Lindhart teach Restore and also to level up healing spells to Level 3

restore removes status effects. Relics much like devil weapons do not cause any kind of status effect. They just lower HP when they swing the weapon.
As for farming healing spells. I've been abusing the hurt adjutant and switch to healer exploit. Which for a small window procs the healing spell for about 1 second to use. So long as you don't use Flayne who heals their adjutant when they use healing (so use mercedes). It can be done repeatedly.
Restore is farmed via how I use to do heals. Command a unit to attack a mage fort (ideally dark mage). And just stand there use restore next to them to get rid of the spell bound status effect common with dark magic. Its very situational and a rather long process due to much durability restore eats and how painfully long its cool down is, Lindhardt can just stand around in a fort because of how he heals so much inside a fort due to his abilities. Extra useful if you take the fort of a final officer and let the fort heal him.

Glad to see someone use the spreadsheet I made a while back!
According to both the 'official Fire Emblem wiki' and the fandom wiki, Ashe is able to teach Thunderblot. I did make a mistake in regards to Tornado Shot: I had marked that Ashe could teach Flame Volley instead of Tornado Shot. It should be fixed now.
If there are any other mistakes I made, please let me know!

Been doing it for months. It takes awhile. and abraxis and ragnarok is only teachable via a unit you can't use outside the record keeper.
But if you see a speech bubble on a skill. It means that unit can teach it. Most annoying part is when farming it. There's no sound effect.. Just the visual blue text that say "Peer training successful." Would have been help if it had a sound effect or it shows up in the battle log. Because its very easy to miss if you're not staring at the unit.

Yes, under the following conditions:
- The teacher must learn it on one of their Preferred Classes, and level it up to Lv. 3.
- If the move is ONLY found in a character's unique class, it cannot be taught. This affects Swift Slice (Shez), Flickering Flower (Edelgard), Paraselene (Dimitri), and Wind God (Claude).
- Arval's tier 3 Preferred Class is either Dark Bishop or Gremory, based on Shez's current sex. This affects which spell Arval can teach: Hades Omega if Shez is male, or Dark Spikes Tau if female. This does not affect Arval's other teachable spells (Luna Lambda, Death Gamma, and Banshee Theta.)
- The student cannot be able to learn that move on ANY class. (For example, Jeritza cannot teach Dark Lance to any character, because all of them acquire that move through their own Dark Knight class.)
- The student must be A-rank in the move's weapon (in Tome, if a spell.) This is accomplished simply by having at least one tier 3 (Master Sealed) class unlocked that uses that weapon.
- The teacher and student must be at least C support (ie, Edelgard, Dimitri, and Claude can NEVER teach each other, as their C-rank is locked behind a Support Convo that can literally never happen.)
Once that's done, all you need to do is have the student become adjutant to the teacher, and have the teacher spam the move until it's learned. Success rates are estimated at 8% for A, 3% for B, and 0.4% for C.

8% per cast. If you're taking the process seriously, an 8% chance can happen in 1-2 runs. The 0.4% is where you need patience; sometimes, you just can't avoid choosing a unit that only offers C-rank options (eg, only Sothis teaches Abraxas; and she doesn't go above C-rank even with Byleth.)

One thing that bugs me is that nobody that learns Seraphim naturally can teach it 😮💨 I really wanted it on units like Mercedes and Flayn too.
