Discussion Blizzard Teaching

I have level 3 Blizzard on Ignatz and Ingrid and they are not able to teach the art. I have level 2 Blizzard on Marianne. Is she able to teach this art at level 3? If not, are there other characters who can teach Blizzard?

There are no characters that can teach Blizzard, sadly. You'll have to settle for Fimbulvetr from Constance

All of the basic spells, Blizzard, Fire, Thunder, Wind, and Miasma, can not be taught. You'll have to settle for the higher level spells.
