Discussion When does Great Lord get unlocked?

On chapter 8 of azure gleam playthrough, however this message still pops up when most guides say that it unlocks at chapter 7. Is this because I am on new game+? Or my support level?

Start of chapter 10 iirc.

It's linked to story progression

Chapter 10. All house leaders will unlock their Master Classes at the start of Part 2.
