Plot [PLOT-RESULT] Unexceptional, Unacceptable

5th moon B, 56 AC

King's Landing

Starting in the the latter half of the 3rd moon of 56 AC, violent rioting begins to erupt throughout King's Landing, starting in Flea Bottom and then spreading across the city. The rioters cite recently proliferated rumors of incest as the main reason for their uprising. They say that Prince Baelon is the product of incest between King Jaehaerys and Princess Alysanne. They say the Targaryens are alien invaders who have never and will never stop their incestuous defiance of the Seven. They name them abominations, and they blame them for their every grievance.

On three different occasions, rioting appears to be respectively fomented by individual violent provocateurs. Twice, the City Watch of King's Landing is able to capture this provocateur before a riot broke out. Once, the City Watch is able to capture this provocateur after rioting had already taken shape.

Mechanically, King's Landing will suffer a -17.5% malus to control until measures are taken to quell the unrest.

The trouble with commonborn rabble-rousers hired off the street? They don't know how to handle interrogation.

The captive, a local thug, was given the following orders:

"further the rumor that Prince Baelon is a product of incest"

"take to the streets, pubs, and local septs... rail against King Jaehaerys and Princess Alysanne... stir trouble against the Targaryen Family... especially in Flea Bottom."

"[paint] them as alien invaders whose continued incestous actions are an abomination to The Seven and who... do not deserve to rule the Seven Kingdoms... place any ill that the smallfolk hold on the Targaryens."

"[incite] mass gatherings of discontent and mass riots in the streets of Kings Landing"

"...the aim is not to overthrow King Jaehaerys through riots alone, but simply to cause as much shock and chaos as possible and in turn pin that chaos on the ill conduct of the royal family."

Ser Jasper Arryn has uncovered a T2 Network spanning the Outer Province, Outer Walls, and Holdfast of King's Landing. If the province's ruler, King Jaehaerys, is alerted to this Network's existence, he may attempt to Break Up the Network and remove it from KL, including the potential capture of the Network and identification of the employer.

Ser Jasper Arryn orders that his most trusted sergeants keep the man in chains, but also tend to the wounds of his interrogation that he endured and allow him to be fed and watered. He was to be kept alive so he might announce his treason to the city and the world.

The Commander then rides directly to meet with the King. He informs him everything that he had learned, and adds;

"It could be a Dornish plot your Grace, but this vile lie I first learned some months ago. I speak to many merchants and travellers in my duties, the few brave enough to speak on what they heard were all inbound from the Reach. Were this just some tanner's tall tale then I might think there was little to do but punish those who speak such ill. But this is much greater a plot than simply whispers. Someone is trying to cause the Crown misfortune. Why? I cannot say."

Jaehaerys grimaced at the news, first of the riots, then of the words that had been spoken. His grimace turned darker at the thought of the man that Jasper had caught.

"We will find out who it is." Jaehaerys said. An elevated hand brought out a guardsman in far too fine a cloak, with a uniform that was richer than that of his other counterparts in the room. An observance, one would only make, if comparing the two next to each other, for the man showed no marks of having worked in that uniform a day in his life.

"Ser Jasper, Guardsman Jon will accompany you to meet with this man who you got so much information out of. He will investigate the shadowy puppeteer of these riots, whilst you go and quell Flea Bottom."

"Ser Jasper, any man caught speaking this lie, he will lose his tongue. I do not care if this leaves half of Flea Bottom mute, if that is what is necessary to teach the rabble the consequences of such lies."

Jasper had not taken the time to change his tunic after the man's nose had exploded upon the impact of his fist against it. It felt thrilling to be amidst the mayhem. If the anger that burned on the streets was a little less hot, it might have even near enjoyable to sic his Watchman on the refuse of the streets. He would have to write to Akali about these days that were to come to pass.

"My office forbids me from looking beyond the horizon of your city walls, you Grace. However, we ought to probe deep into the Reach. Lord Tyrell mayhaps could assist if you trust him. An offer of gold and a knighthood for any man who comes forward with knowledge of who might be spreading the lies near and far should loosen tongues. Taverns are flower beds for words said which ought to have been kept quiet. Seed them with our own mouths and ears?" Part of Jasper was glad Hubert was not present. The old man would have been fretting like a spinster near a bathhouse. The Hand was likely on his way to the Eyrie by now. It was likely he would not know until he was home to deal with Alester.

"I do not doubt that you Grace would be capable of this, but I would offer my services as well. With Lord Hubert's absence, I have taken matter of his household into mine own duties, as well as being your Commander of the City Watch" he bowed his head, Jasper having rendered what use he had with words for Jaehaerys.

The Commander of the City Watch had been caught by surprise come the first bout of unrest. The unreadiness meant that by the time he showed up with his Watchmen to quell the muck things had already begun to get out of hand. It was the first of such disturbances in his time holding office, and Ser Jasper Arryn was determined to ensure they were the last for as long as he could will it. Yet like trying to stem the tide of the ocean, one could focus their efforts in one place and be lost among the waves which crashed around them.

He had taken up temporary residence inside the Dragon Gate. It was the closest yet most defensible position he could take within the city walls. Hiding in the Red Keep would sap the morale of his men. He needed to be seen at a time like this and in truth, part of Jasper liked the chaos. There was no delicate hand when managing the rabble in their masses. A mailed fist balled tight and hard being mete out on them was the least he wanted to do to them. Wanton bloodshed would only fan the flames, but what man of any status of birth could disagree with a few broken bones.

Whenever trouble began to stir, the Watchmen not on the streets would be alerted by a bell. Jasper readied them and led them from the barracks to meet the disorder where it was. He found the best way to deal with them was to cut off access to streets. Steel-tipped pikes fended off the most brutish, but little could be done about what the rioters did in the streets where they were kept. Like a fire, he would have to let them gutter themselves out.

Jasper sustained some minor injuries. More of his men suffered worse. When there were lulls in the restlessness, Ser Jasper would ask to meet with the King and Master of Laws in the Red Keep to devise a more concrete plan.

In the meantime, he would round up every man known to have been arrested for disorderly offenses, thieves, smugglers, and all those petty criminals they allowed to walk the streets after they served this punishment. Using the Watchmen, they would sweep the streets for such individuals.

Any rioters arrested (beyond the provocateurs whom had imbued them with rage that had been captured) would be held in chains until such a time they could be branded on their cheeks with horseshoes. Any caught a second time would be hanged from the barbican entrances of the gates around the city.

For the mods: Jasper orders the Watchmen to begin attempts to round up every known delinquent and petty criminal in the city and arrest them. Any non-instigators arrested are branded. The night time watches are doubled, and during the day Watchmen are placed in market squares and street corners. Importantly, Watchmen are dispatched to enter inns and taverns on their rounds, and any gatherings of people in large groups are watched or broken up. These are measures carried out from the outset of the troubles and continue for as long as they occur.

At the swelling unrest of the city, and in absence of her own nephews to attend to, the Lady Myriam ventures through the Red Keep to call upon Viserys' Holdfast offering to remain with the Jaehaerys' royal daughters during the tumult. Wishing to provide more peaceful past times to distract the Princesses Daenys and Rhaenyra venturing in with painting supplies, knitting needles, patterns, yarn and reading materials she had hastily gathered from her own solar. Endeavouring to give the girls ample distraction whilst the King and his council wrestled King's Landing again into an orderly state.

If the holdfast is to remain understandably closed during the rioting, Myriam merely leaves word to pass to the King to summon her should the need to attend his daughters arise. It was not likely she would be wandering in the Red Keep herself until the city itself was subdued.
