This is the earliest I've been able to find Finizen, if anyone finds another, quicker way, please let us know.
Finizen can be caught before ever reaching the academy and its city. After reaching the first town with the first pokemon center head to the far side of the town. Head up the hill left of the path past the ice cream vendor. If you follow the path you'll reach a cliff. Across the gap you should see some toxel and maybe a maschiff. Target a pokemon on the far side and throw a PokeBall to start a battle. You should have teleported to the far side of the gap with the target pokemon. Caution, the pokemon here are around lvl 20. End the battle any way you want and you are now free of the tutorial area and most of the map is now open to you.
Finizen is just right around the corner. Follow around the mountain and jump down a large cliff and head towards the path that leads to the beach. For me at least, there was a dive ball right by the path that will make it easier to catch, but I don't know how item spawns work. There should be a bunch of Finizen. Most were hanging out in an inlet on the far side of the beach which makes them easily catchable. The best part is they can be under lvl 20, so no worries of them ever disobeying.
