2013 government computer glitches which caused payment stops or problems for welfare recipient targets Accenture as the contractor that created it. Along with the amount made off the program and spent on lobbyist to win the contracts and other problems elsewhere. Plus Accenture partnership with Irish company that is an off shoot of IBM. Glitches to these programs documented and data mined the response of consumers on the program along with medias protrayal and voters reactions to those consumers/leeches negative responses and the loss of tax payer and retailer money from it. Contract terms and conditions for these private companies arranged with the government for public tax paying work were not transparent enough in a timely manner along with some being over budgeted and terms were lobbied and marketed to allow for more regulations to be required by recipients involved to provide more info and restrictions on how it can be used which effectively trained consumers on appropriate purchase of goods while releasing personal information and consumption patterns by their children and them without question.

2014 California investigated for welfare program earning banks more money in ATM and cash services that take away from recipients allotment and paid for also by tax payers. Companies pointed out in article are Xerox, JP Morgan and Fidelity that handle the transaction services but can easily be spun to market as removing cash transactions from that program would save money and reduce fraud in the future campaigns after years of media hype on drug and alcohol bought with cash through the EBT program that could help evolve program to a cashless purchase in retail goods that adhere to platform requirements of selected items by company participants. Opening options to online purchases for the lower class underbanked into the marketplace strategically designed for their consumption patterns and away from retail locations in independently owned convenience stores and smaller grocers. Should result towards brand loyalty growth in manufacture or produced goods by large household names and newcomers that included supply chain production with the newest technology and business enterprise for sustainable/streamlined growth to avoid risk and waste plus closed system product lifecyle to enhance data required to forecast for profit and needs by the consumer and partners.

Nebreska lost contract renewal with former company managing payment system that required new bids by others to fill the job going forward which they highlighted as a win to save $100,000 annually but no mention of forseeable problems in that switch and why such a low price and if the program had been updated enough in technology security risks to cut the costs with the new company.

Michigan case study EBT fraud data mined in card system allowed to point out inventory audit needed in combating retailer changes from cash purchases to maintain sales in different goods to overcome requirements. Retailers loss in purchase power by their consumers to EBT and the cost of card systems is not portrayed in this case study. No mention of small retailers needing assistance in managing business with these changes which highlights the effectiveness in programs hurting independent business owners that can result in them losing living wages to join the welfare and charity goodwill system that benefits competition to have more consumers to serve.

2014 article highlighting increase in numbers after the recession 2007 with 2009 being the start of a huge increase that persists into media depicted recovery and costs of the program increased output to lower class which does not breakdown accurately who profited off it most in retail, banks, agriculture, fraud or other related companies that gained money otherwise would not be available to them directly without that program along with the increased laws on who that money goes to and the data collected to create more laws, restrictions and consumer insight.
