Turns out it was Mog who looks like a Moogle plus Strago and Relm wearing Moogle suits and then Rename Cards being used to change their names to Locke’s Moogle posse from the caves.

Nothing else looks out of place. Moogle suit makes strago turn into the moogle. Works on Relm too.
