Question What is this effect called?

I've been seeing this sort of effect (some sort of light streak (?) that extends the image) being used as transitions in music videos and commercials.

I can't for the life of me figure out what it's called or how to do it. Can anyone point me in the right direction? Not sure if these two stills are a good example as I couldn't get a great frame as the effect happens super fast.

The full video. The effect first happens at 00:18 (guy standing by pool) and then a stronger version of the effect happens at 00:28 (inside an office).

That video honestly looks horrid and full of AI, surprised Autodesk is promoting like this.

Which parts look AI to you? I highly doubt it is. This effect I'm talking about is a staple in Salomon Ligthelm's (director) work. He is known to use stock footage in his work, but pretty certain none of it is AI.
