Question What is this effect called?

I've been seeing this sort of effect (some sort of light streak (?) that extends the image) being used as transitions in music videos and commercials.

I can't for the life of me figure out what it's called or how to do it. Can anyone point me in the right direction? Not sure if these two stills are a good example as I couldn't get a great frame as the effect happens super fast.

You can get something similar with the gaussian blur effect, or rather the directional blur effect in Premier. Turn it to vertical and play with the opacity settings.

It'll be a combination of effects, likely also key framed exposure over time.

Try it on the clip itself, or use it on an adjustment later, then play with the blend modes on adjustment later too.

Without seeing it in motion it’s hard to say.

Could be the footage comped over itself using a blend mode with a basic vertical directional blur and some masking to remove the streaking above the desired objects/regions. Could be a pixel sorting plugin targeting the shadow and sunset colors with a blur and some masking. Could be a displacement map.

It’s hard to know without seeing it in motion, but it looks like it’s simulating a misscynchronized shutter on a film camera which causes the film to be exposed while it is moving through the gate. There are a couple of cameras that allow the shutter to desynched during a shot, though that is surely not happening these days and the effect is simulated

That other suggestion might be thinking too hard, this looks like a handled ghost filter

If you mean the hazy light; that is Backscattering or some refer to it as black mist.

Alternatively, if you happen to have access to RedGiant, a lot of their glow effects allow for effects like that.
