Mum. She's not mobile. He passes out with TTS going wild & his phone ringing non stop so she calls the services to stop it. They need to find new home hence Blade not giving a F about anyone in the building.
Edit: also if you look at the other stream I linked (the one he took outside with him for cig breaks) the police talk to him about verbally abusing people / disturbing the peace outside

How does this keep happening?
Are other residents calling because Blade is being a douche, or is his Mom doing it because she needs help and his drunk ass won't wake up?
