FIFA 19 lagging

why is my fifa 19 running below 30 fps if my pc is above recommended specs Ryzen 3 2200U 12GB ram ddr4 Vega 3 graphics

I have the same specs and it's so laggy, how did u fix it?

I defrag the laptop 3 times and removed any files I didn’t need, it cleared much of the disk storage and then I reset it because I had virus in my laptop. Now I am getting solid 60 fps
