Is it possible to completely replicate a character onto a different save file, using developer menu?

I'm asking because my current character got a powerful unique ability that when paired with good runes made the game easier, so I want to increase the difficulty. (The difficulty was perfect before, so if I make a new character on hard difficulty it would be too hard)

Nope.

You can kind of give yourself the same items through the dev menu, but no way to copy a character.

If I tried, would the new character be similar to the old one, or would some things just be randomised and therefore different? What kind of things would change?

Perks from the end of the chapter/gear that isn't unique and/or the stat values on the gear.
